I have recently emailed the Club Penguin Staff about whether Herbert is coming to the Medieval Party or not. Here is how they replied:

Dear Poonchee,
Rumors certainly have been flying about Herbert coming out of hiding, as well as the EPF's involvement. We don't have any more information here about what is happening then the information agents have received on their spy phones. G, Dot, Rookie, and Jet Pack Guy have been doing their best to keep everyone up to date as Herbert's plans are discovered.
Keep checking your spy phone for more information, and remember to be prepared for anything, Herbert is a very tricky bear!
